TOM'S VISION FOR SHREVEPORT

SAFE COMMUNITIES FOR EVERYONE

  • Focus on building up under-protected communities to make them safe for families and residents

  • Maximize the number of direct investigation and enforcement officers, supplemented with civilians or reserve officers

  • Clean up neighborhoods with a fair but assertive “broken windows” approach

  • Host neighborhood events, kids summer camps, and related activities to increase familiarity and relationship between police patrols and the people they serve.

  • Coordinate with Caddo Sheriff, Federal authorities, and La. State Police to get illegal firearms off the streets

  • Continue efforts to improve compensation for police and fire personnel

 

RENEWAL AND FLOURISHING

  • Increase accountability through enforcement of  property and “care of premises” standards

  • Protect single-family neighborhoods from unlawful conversions of properties into multiplexes

  • Enforce restrictions on nuisances (noise, traffic, litter, pollution, and more) to make our communities enjoyable for their residents

  • Sponsor and enforce “blight lien” ordinance to encourage owners of dilapidated properties to sell or restore them

  • Raise awareness of the connection between enforcement of existing ordinances and their effects on our citizens’ livelihoods

  • Work with neighborhood associations and Shreveport Green for increased trash and litter pickup

  • Examine development standards for restoration/renovation in older neighborhoods to encourage infill development

 

A PLACE TO GROW, START, OR BRING BUSINESS

  • Focus on helping existing business owners grow their business and to attract and keep talent

  • Support small business development initiatives and draw new investment for large projects

  • Streamline permitting with a “yes you can” attitude starting with the Mayor’s office

  • Re-examine UDC process and requirements to encourage development, particularly in older neighborhoods, without disrupting the character or quality of life.

  • Form local business task force to determine how City government can help grow businesses and remove obstacles to growth

  • Work with Louisiana Economic Development, BRF, Greater Shreveport Chamber and Caddo-Bossier African American Chamber to attract manufacturing and distribution facilities

 

SAFE STREETS AND MORE RESILIENT INFRASTRUCTURE

  • Allocate resources to clean and maintain “gateway” areas of the city

  • Set street and drainage priorities to evaluate and prioritize repairs based on need and urgency

  • Develop five-year plan for repairs and sources of funding

  • Stress-test essential services to ensure preparedness for inclement weather and eliminate extended outages

 

RESPONSIBLE & TRANSPARENT GOVERNMENT

  • Develop standards for city services and report performance

  • Include the public, city employees, and/or retirees in major decisions that affect them

  • Involve business and community leaders in Shreveport’s operating budget and financial planning

  • Correct water billing irregularities and overcharges

  • Develop community priorities for spending one-time federal dollars related to COVID.
